Ukraine’s football federation said Wednesday it will not be attending a FIFA Congress due to be held in Moscow days before the World Cup kicks off in June.

The former Soviet republic’s ties with Russia have been in tatters since a Moscow-backed separatist insurgency broke out in east Ukraine in 2014.

A spokesman for the federation told AFP that Ukraine had been due to be represented in Moscow by three senior football officials.

The June 12-13 FIFA Congress will award the 2026 World Cup hosting rights, with Morocco and a joint bid by the United States, Canada and Mexico contending.

Ukraine will still send its Moscow embassy’s charge d’affaires so as not to be sanctioned for its absence by FIFA.

It was not immediately clear if FIFA will accept a diplomat representing Ukraine instead of a member of its federation.

In January, Ukraine’s football federation decided not to send its officials to the June 14-July 15 World Cup, which will be the first held in eastern Europe. Ukraine did not qualify for the tournament.
